Description Dr. Theodore Cooper, served as director of the National Heart Lung and Blood Institute from March 15, 1968 until April 19, 1974. Cooper, a heart surgeon, was Assistant Secretary of Health for HEW during the Ford administration after he left NIH. In his government posts and as the head of scientific advisory panels, he was involved in shaping government policies on heart disease, nutrition and AIDS. He died in 1993.
