Description Gray cardboard with "The NIH Appropriation Dog" painted in maroon across the top. A dog is painted in brown and yellow, tail up, left front leg up. A dripping keg is around its neck. A magnifying glass in black paint is magnifying a black flea on the dog’s tail. The flea is labeled ".2% Information". The tail and left rear leg are labeled "22.2% Direct Operations". The left front leg is labeled "7.0% construction." The rest of the dog is labeled "70.8% grants." On the back is taped a piece of paper with the following:
